The offer of arms to carry someone’s worries, or eyes when they cannot see, is figurative: the speaker promises to help and to share the other person’s burdens, not literally replace their senses.

The song also questions the reliability of romantic words. The speaker admits that the promises may be untrue or worn out from being repeated, and that the relationship might last only until morning. Yet this doubt does not make the offer meaningless: the speaker proposes trying, believing, and sharing at least a brief moment of passion and gentleness.
